KMU: The Cabinet of Ministers approved the annual Ukraine-NATO national program of a new quality, which includes security and defense sector reforms. This was reported on the website of the government portal.
“The government has approved the Annual National Program for 2020, which focuses on human security, contains a tool for monitoring the implementation and is built on the principles, structure and action plans for membership in NATO of the countries that became members of the Alliance,” the report says.
The government notes that this year the document contains a number of innovations. For the first time, attention is focused on human rights, freedoms, and interests during the planning of the program content.
Besides, for the first time, document development was performed by the international method of Results-Based Management (RBM). This methodology is used in the preparation of similar strategic documents in NATO, the World Bank, and UN member states.
“We are speaking the same language with the Alliance. The Annual National Program for 2020 has been written in the NATO language, the language of concrete measurable results, and it addresses specific problems in particular areas affected by reforms, as well as places emphasis primarily on human security and well-being. This roadmap for Euro-Atlantic reforms reliably leads our country to high NATO standards,” said Deputy Prime Minister for European and Euro-Atlantic Integration Dmytro Kuleba.
It is important that the ANP-2020 was drafted at the same time as the 2020 state budget, so all the measures included in the program are financially supported. For the first time, it is planned to create a system of independent external monitoring of ANP implementation.
The ANP considers both security and defence sector reforms and the democratic transformation of the country. The first include, in particular, bringing the entire system of defense, strategic and tactical (combat) management, communications, intelligence and surveillance to standards and compatibility with NATO systems, the implementation of democratic civilian control, providing conditions for the participation of Ukrainian enterprises in multinational NATO projects in the development and production of weapons and equipment, etc.. Among others, a market economy, a transparent tax system, effective scientific cooperation between Ukraine and NATO and EU countries, a system for combating terrorism, which makes Ukraine a reliable partner in the international security system, the development of a system of national stability and protection of critical infrastructure, etc. have been formed.
